It is worth saying plainly that this is a popular rule of thumb, not a figure published by the National Academies. The actual Dietary Reference Intake for total water, set by the Institute of Medicine in 2004, gives a flat target instead: about 3.7 liters a day (125 ounces) for men and 2.7 liters (91 ounces) for women, counting water from food and all beverages, not scaled to body weight at all. The two numbers land in a similar ballpark for an average-sized adult, which is likely why the simpler weight-based rule caught on, but they are not the same guidance.
